Yup. Probably stuck float. Nine times out of ten that is what is
happening. The other time it is an improperly adjusted float level.
Also look for a piece of grit that might be holding the float open
slightly.

the throttle linkage side right under where the silver tube passes

the bowls. Little hole there. Is this an overflow and the float is
stuck?
