Chris,  Did you try replacing the rotor.  My SV suffered similar
problems and it was the rotor. All the testing , sanding, polishing etc
would not make the bad rotor function or reveal what it's problem was.

Help.
My SV went from barely running (sounded like not
hitting on all cylinders) to won't even pop when
cranked.  I put in new points and condenser which was
the final straw before it died completely.
I get spark (looks small to me, but I never looked
before) coming from the sparkplug wire to the plug
when I turn over the engine.  There is fuel in the
carbs.  I am starting to second guess which plug wire
goes to which plug.  I have the firing order in the
manual but I dont know for SURE which socket on the
distributor is #1.  How would I ever know if I removed
all the wires from the distributor?
 I am also starting to doubt the firepower of the
coil, but I thought they were an all or nothing deal. 
Any pointers?  Next stop is to drag it to the mechanic
:-(
