I had a similar problem, all it was, the connector on the terminal
strip! Gave intermittent and unpredictable operation of the O/D.

Could it be the solenoid kicking in and out? There are 2 sets of
windings in
the solenoid, "pull" windings and "hold" windings. Maybe the solenoid is
bouncing, and the "hold" windings aren't holding it fully engaged? Not
sure
of the best way to check it, other than trying another solenoid.
