running in..

What is the list advice on running in an engine that has been honed and
reringed, the bores having shown little signs of wear, i.e. were prob fairly
round still. The books say to not go faster than 40mph in top, 30 in 3rd, 20
in second etc., but also not to load the engine too heavily at low revs.
This sounds almost like a contradiction.
