Flywheel / starter realtionship

Putting the engine back together. Have the flywheel  torqued on the crank and 
when I present the starter it does not look like the  starter gear (bendix?) 
will engage the flywheel gear all the way when spinning.  What should the 
distance be from the face of the flywheel to the back plate? Is  mine too far 
out? 
Seamed to fit well against the crank and the bolts are all  torques as per 
manual. 

Should the ring gear fit flush against the back  flange on the flywheel? Mine 
has a small (1/8") gap that looks somewhat uneven  around the circumference. 
I had the flywheel resurfaced, maybe the machine shop  pulled off the ring 
gear and did not install back correctly. 

How does  one go about seating it against the flange lip if that is where it 
should go? I  took a hammer and punch to the ring gear side, did not budge. 
Can't find  anything in the manuals.
