Is this to pull the old wheel off the splines ?. That shouldn't take a
puller.. Normally a gentle pull with your hands either side of the wheel
accompanied by some rocking motion will ease it off the splines once the
big nut has been removed.

steering wheel to install.  Next step is to pull the hub off.  Any
