Ron,
I've had similar problems with my 250. Unfortunately I haven't completely
solved them. In my case a big contributor was the bypass valve on the front
carb. I currently have that one bypass blocked off and the idle is
acceptable.
I'm sure others on this list can shed more light than I, but as an interum
you might want to temporarily block off your bypass valves to see if it
makes any difference. This might help eliminate a few possiblities.
