Joe:
The rubber bushing has an internal metal sleeve. The bolt hangs
because the metal sleeve is out of alignment with the bolt holes in the
bracket. The bracket holds the bushing pretty tightly, so it normally
will not permit the bushing to shift around to allow you to withdraw the
bolt.
Assuming the bolts are not bent or some other weirdness is going
on, pry on the bushing itself to align the internal metal sleeve with
the bracket holes. The bolt will slide out when you get it aligned.

Hi folks, I've got my trailing arms with brackets (attached) off the car

re-bushing, and new adjustable brackets. How do you remove the pivot
bolts to
get the brackets off the trailing arm? I've tried to press them out and
beat
them out with no luck. The brackets pivot freely, and the bolt spins
freely.
Whats the secret here?
