Hey Rick,
 From my experience the flywheel bolt should seat directly to the 
flywheel surface, no washers, spacers or locking tabs are used. I have 
never seen it shown or mentioned in the TRF, Moss or VB catalogs either. 
If you had them on a previous car I would be inclined to think some one 
used them incorrectly.
I have used blue locktite as insurance so I sleep better at night.
