Sam---There should only be one port in which to take vacuum to the
distributor retard. (It varies some, according to carb model). This port
has to be on the intake manifold side of the throttle plate, so it only
sees vacuum when the throttle is closed. If you do not have vacuum at
this port, it might be because there is a bi-pass open. If you can't get
the idle speed down to below 900 or so with just linkage adjustment,
this open bi-pass is probably why. 

Don't use manifold vacuum to retard the timing to 4deg. ATDC. The timing
won't advance far enough for good operation at road speed. Best to set
the timing to 10 deg. BTDC at idle and disregard the retard till you get
this sorted out.
