Excessive heat coming up

Hi.
I have what I believe is an excessive amount of heat
coming up through the opening where the emergency
brake handle is on my TR6.  This is going to be brutal
if summer ever gets here.  Is there supposed to be
some sort of heat shield under there, or do I have a
bigger problem?  If not, has anyone else had this
problem and solved it somehow?
