John Hendriksen found the problem. The lower trunion was rubbing on the very edge with a hard left turn. Reason: the spindle stop wasn't made thick enough to hit the stop ears when the wheel is turned. He's shimmed it up with washers & it looks OK now. Testing to come. Thanks for everyone's help.
