O/D solenoid "click"

Listers,
  I am trying to remember if the solenoid "click" is audible when the 
ignition is in the "on" position, car not running, while moving the O/D lever 
on the column. The solenoid tested OK (per factory test method), and 
everything else on the circuit is functional with ignition switch "on".  Any 
ideas ? Thanks in advance.
