My error, what I mistakenly remembered was the statement from the Triumphs
Buyers Guide: "...the idea for the flat-black paint was from Triumph North
America."

All TR6, including UK and European, had the flat black rear treatment as
standard. Check out Mike Brinkers TR6 World site and the interview with
Bruce McWilliams about how this came about and was adopted by Standard
Triumph for the TR6.

Windscreen surrounds however were body colour up to the end of the 69 model

Someone may correct me, but as I recall all US (all North American?) TR6's
got the flat black tail treatment. It wasn't done for UK and european
markets. All body color there.
