I got mine out by using penatrating oil and levering between the nut end of the bolt and the shock support. Remove the big washer under the nut and apply the penetrating oil to the nut end of the bolt also. The rubber bushings are lined with steel and corrosion with these is what is holding the bolt in. I think the bolts were lightly greased when first installed. You shold do the same when re-installing. A long pry bar and brute force is the answer. Cutting off the head won't do it. If you have to cut, cut through the bushing between the a-arm and suspension support on both sides. But cutting through the rubber bushings with a hack saw is pure hell (and almost impossible due to the enclosed support design).

Once the bolt is out, the nut-end rubber bushing half has to be worked out before the arm will come out.
