[WPTA] Correction for Cars and Coffee North

The date for the Cars and Coffee North in the March Newsletter is
incorrect.  The Cars and Coffee North will be held on 3/15/23, which is the
third Wednesday of the month.

Fortunately, this was brought to my attention by Mark Bullock.  Thanks Mark.
