That “rubber washer” should already be there but if not in good shape, you can get a replacement from most of the usual suppliers. That “rubber washer” is likely what you are referring to as a rubber strip. When I took the bumper apart on my wife’s TR6 (now gone to a new owner), I documented the hardware bits in a Word document and would be happy to send it along if you like.
