I’m guessing that the oil pan flange and the head are parallel; they certainly should be. A machinist can take the block and set it on a mill or drill press table which should be perpendicular to the drill axis and drill the hole oversize to accept the insert of your choice. But as another said have the block checked to be certain the current hole is not cracked.
