The tape end should be on the inside of the rim, where the tire contacts the rim. Wheels are measured inside the rim. Also, it is likely that the size of the wheel is shown somewhere on the wheel itself. That said, there were a few Mk2's built in 1967 and they will have a 1147. You can tell the difference by looking at the top of the block on the left hand side towards the rear. A lot of the radiator is below the grille opening and it would be helpful to direct air into the lower radiator rods & fins to help with cooling. You don't want to block off air going to the lower part of the radiator. You should be able to find some pictures of racing TR3s with a horizontal opening cut into the lower valence for ideas.
