[TR] TR3 9" drums

I am converting a smallmouth TR3 from 10" to 9" rear drums and I noticed they have what I can only describe as "peep holes".  Do all 9" drums have these?

I imagine on the early TR2s with Lockheed systems, these were used to access the adjusters which were inside the drums.  Did the holes just continue through production?  Or is there another reason?
