I never considered a Belleville washer or a wavy washer as a locking device. I consider them an anti-rattle device that, when used with a locking nut (either nylon or other) will allow for expansion/contraction or other compliance axially and will act against float. EG alternator pivot bolts.
Split washers are good for general purpose applications where no torque spec is provided. If a torque spec is given do not use a lock washer! And don't use a hardware store variety flat washer either!
