In my opinion yes.  Check it with car not running after a good charge.  Check it with car running. Should increase over 13 when charging from alternator.  You are trying to determine if battery is bad or alternator.  I’d put it on a trickle charge or regular charge and see if you get above 12 after the charge. If not it’s probably bad.   Auto parts store can hook up there machine to it and tell you too
