I would do either one of those, but it really depends on the size of the 'oval'.  If it is small then setting the natural level with the weight of the car and tighten down.  But I would ask, why did it oval in the first place?  Is the sheet 'thinned' out? The reason I ask, it should be taking the some pressure/punishment as the rest of ours, unless it was raced/rallied?  Then the extra backing/beefing up is well worth it



When I replaced my shocks, I also did an upgrade to get a tight 'hold'.  I replaced the hex bolts with grade 8 socket head bolts.  So much easier to remove and tighten.  Mind you, I have not needed to touch them since I got new shocks years ago.
