It could be that the Pull-in coil is not working. With the car sitting still and no accumulator pressure less force is required to move the lever. Under way the solenoid needs to overcome the built-up pressure.
As you may know the A-type solenoid has two coils. The high current Pull-in coil will pull the solenoid in with extra force and once it pulls all the way in a switch will deactivate it and the low current Hold-In coil will keep it there. The Hold-In may have enough force to pull the actuator lever if there is no pressure resisting it.
Also note that if the solenoid is not adjusted properly and does not pull in far enough to hit the switch the Pull-In coil will remain energized and will burn out. This could be the problem.
