The vernier knob is the adjustment knob and does not move under normal 
circumstance.  Vacuum is usually measured in inches of mercury not PSI 
and yes negative 9 PSI at the diaphragm should move the vacuum advance 
plate.  If you remove the cap and apply the vacuum you should see the 
points plate move.  You should check that the rotor arm moves as well by 
turning it by hand.


With a timing light installed you should see the mechanical advance move 
as you go from idle to higher RPM's.
