[TR] TR2-3B front fender mounting to scuttle

Hi,

We're currently doing a frame up on TS537L, a 1954 TR2.  The chassis is pretty well done and the body has progressed to the point we're hanging the front fenders to work on the gaps.

Looking at the top rear of the fenders where they attach to the scuttle, there are two mounting points.  The one towards the front uses a bolt which goes through a probably 1-1/2 inch hole in the scuttle into a captive nut in the fender.  

My question is how the rear bolt installs and tightens?  There is a slot in the scuttle similar to the front mounting point but no access from inside.

Any been-there-done-that thoughts as always would be muchly appreciated.
