Yes, it's spring wire, also sometimes known as music wire.

I bought a modest assortment of sizes at OSH many years ago, haven't looked for it since (and I believe OSH has changed hands since then). But a good Ace should still have it, or MMC.

It comes already hardened and tempered. In this size, you just wind it cold.
