I agree with Rye, for that kind of driving an electric fan is the best way, changing out to a high-volume fan is another good way.  50/50 coolant and water in the system.

A read a review about Redline Water Wetter, by a guy who is actually very pro Redline products, but all his tests didn't show any improvement (running cooler).
 
As someone else said, especially for stop and go traffic, an electric fan is the way to go.
