[TR] Generator not generating

Assembling a project and am now at the Lucas C40 generator.  Cleaned it up, good brushes and all.  But not 100% sure how to bench test it.   

I connected it to 12v power and it does “motor” slowly.  Jumpered the to spade connectors and tested between them and ground, spinning with my cordless impact driver I get 1 volt, I think I should have 12-14 here?

That’s about all I know to do, is it dead?
