I'm pretty sure he meant 'damper'.  The two terms are commonly used
interchangably.  Since a balancer normally includes a damper; a damper can
be seen as a zero balance balancer.

On engines that do need a balancer; I believe the balancer is balanced as an
assembly with the crankshaft.  Generally by drilling or grinding away metal
on the heavy side.
