The AC switch turns the fans on low when it is slid all the way over to 
the left.  If you look at the wiring diagram you will see that current 
flows through the circuit in one of two directions depending on which 
way the AC switch is. Some of this circuitry runs through the blower 
switch as well.


There is a relay in the glove box that is part of this system.  I would 
study the wiring diagram and then look at the relay.

Of course you should always check for good ground connections first.
