My advice would be the opposite - start by making sure they are
locked.  Then jack up the front and loosen the bleeder screw on each
side.  If they free up, then your problem is upstream of the caliper.
(I'd suspect hoses first, then other causes).  If not, then it is
likely stuck calipers.
