Probably so, but there is a certain amount of clamping force required. That bolt also holds the pulley hub and the timing chain sprocket inside the timing cover. There are keys of course, but there is some clearance to the keys. 

If the bolt is loose enough to allow the hub to work back and forth on the key, it will eventually damage them (and the crank nose). 

As John Herrera used to say, I have experimented with this!

My guess is that the factory just didn't worry about it, and expected us to use the 'standard' torque for that bolt size.  Somewhere around grade 2 should do fine. The bolt doesn't seem very hard to me, certainly easy to cut with a file and I have one that got bent while using it for a pin in my hoist. The hoist was not overloaded, so I infer that the hub bolt is softer than the supplied pins.
