With a stock rear gear ratio and standard tires you should get 21MPH per 
1,000 RPM in 4th gear.

You should check both the speedo ratio and the whether the tachometer is 
reading correctly.  Speedo's and tach's have almost identical mechanisms 
to drive the needles.  It has been my experience that 5 or 6 decades can 
cause the light oil used to lube the bearing between the tach's drive 
and driven plates turns to thick sludge which adds additional rotational 
effort to the driven plate thus causing high readings.
