Looks like a hardtop boot cover. It was an accessory; there is a picture in the old TRF parts manual. I have it in black. You leave the soft top in place (removing the back part from the deck) and use this to cover it up. The extra flap attaches to the snaps on the back of the hardtop deck. If that is what this is I have not seen one in a few years.
