[TR] Fender bolts

Well, I restored my TR6 from "the brink" some years ago and never
had issues like this. These three bolts *must *be removable because many
of you have done it.  :- ) But these are more challenge than I have
encountered
before.... I managed to squirt some penetrant up to the back of the middle
and upper bolts. The head on the bottom one is rounded and the back end
of that bolt is a rusted stem. To add insult to injury, these bolts aren't
even accessible to a cut-off wheel!

As always, I'll just keep trying...
