When #1 is TDC compression #4 is at TDC at the transition between the exhaust and intake stroke so those valves will be nearly closed but completely closed.  The other two will be at BDC, one of which is commencing the exhaust stroke and the other is commencing the compression stroke.  One will be closing off the intake valve and the other will be just opening the exhaust valve.  So I'd say no, none of the other cylinders will have the valves closed to the point where you can set the gap.  All three will have one or more valves slightly open.

on a tr4 engine, when the first cylinder is at top dead center, the two valves are both completely closed.   
    
    
    
do any other cylinders have both valves closed?  or are they all at various stages?
