Sounds like a great application for a thread file.  M19 is so rare that it doesn't even show up in my thread charts, but a 1mm thread file should be available at Sears or any decent tool store.

Or what I did last time was just take a small 3-corner file to it, along with a new speedo cable nut.  Rub a little magic marker on it if you can't see where the nut is binding.
