Heat it real good, then spray it with PB Blaster, it will suck it in.
Welding a nut on the end will give you a better handle to work from.

I had to use vice grips recently on a manifold bolt (after using a smoky
wrench)

Is this a case where you can put a nut on the bolt, weld it in place and
then remove by turning the nut?  Worked in the past with me for a head stud
that was locked in place.
