[TR] Mounting rear fender

I bought a TR3A in pieces and am in the process of mounting the
fenders (wings.) In the mounting kit from Victoria British, there is a
piece of strap steel about 2 inches long with a captured nut on one
end and a short 900 bend on the other. The Moss catalog says it is a
clip for the back upper corner of the fender. I can not figure out
where it goes and how and what it attaches to. Any help is
