[TR] TR3 Water retention?

Two weeks ago on Saturday I was at a car show and headed for home as the
thunderclouds appeared on the horizon.  Well, I drove about 20 minutes in a
pretty good rain.  Now I don't want to begrudge the rain, we needed it and
quite a bit more here in west Texas, but now I have water dripping from
under the rear of the car where the wing meets the tub, directly below the
taillight (yes, right about where the drain hoses terminate.
 
At first I dismissed it as the drain hoses just running out what may have
come in around the boot lid track.  Upon further inspection, the trunk floor
was just a little damp, I dried it thoroughly last week, leaving the mat out
to dry as well.  What I still have is a small amount of water, about a
tablespoon per day leaking from the aforementioned area.  I checked the
spare compartment and it is bone dry.
 
I remember a lot of rust issues at the rear where the wings attach to the
tub, we replaced the closing panels on both sides at the time.  My question
is: Is there any way to get to this area to drain and dry completely and
what can be done to prevent this from happening again.
 
I am hesitant to drill a hole a I worry this may just provide more bare
metal to begin the rusting process.  Hopefully someone has already been
here.
