[TR] Scissor-jack handle boot dilemna

All,

My scissor-jack handle will not fit into the lower tire compartment of the
boot.
I have a full-sized spare in there, and there's just not enough room.
Therefore it must go above.

Does anyone have any ideas on how to secure the handle so that it isn't just
sitting in there free to bounce around?
I was thinking about riveting-in two black dog collars through the base board
to strap the handle into.
