Try changing the plugs.  The voltage should only get high enough to jump 
the plug gap.  If the gap is too large or if the plug is defective the voltage 
will climb higher and higher until it jumps a gap somewhere, either the 
plug or otherwise.

Of course it could be defective wires that aren't conduction to the plugs 
properly, too.
