There is an aluminum grommet that goes in the hole, sounds like you may be
looking at the exposed portion of that grommet.

Hopefully, the oblong hole is also the result of wear in that aluminum, so
replacing the grommet is all that is required.  It will make up for a small
amount of damage to the steel.
