HE is "High compression" "Engine". For US cars, that 8.5:1

Circle B is the foundry mark and Yes, there is at least one difference. 
Reportedly the Circle B castings are thicker than the other foundries.

Of course, there's the early head and the late head, but that's not what 
you asked.
