Ed,
There is only one line coming from the fuel pump to the carburetors, and
they are linked in series.
Frank,
I just finished pulling the top off my pump, in situ, to replace the
diaphragm. I noticed no such thing. Could it simply be a part from the
casting around the inlet at the top of the bowl?

Frank and List,
I believe its function is to separate the fuel for the front carburetor from
the fuel for the rear carburetor.
