Assuming you mean the keepers are stuck, set the head down on the bench with
the combustion chamber down and a big nut under the valve head.  Short
length of 3/4" water pipe, and a 2 or 3 smart raps with a BFH will usually
not just loosen the keepers but pop them out entirely.
