[TR] Front license plates

While that would probably be good enough, my understanding is that it does
not meet the letter of the law.  Has to be "affixed to the front", and
inside the cabin is not the front.  Also not allowed to have it covered by
glass (or plastic), though there again I know lots of people that do and
have never been hassled about it.
