Actually, it's quite a lot if you accept the assertion in that article that
old cars emit 200 times as much pollution per mile as new cars do.

Which was why I answered in terms of the cars I see on the road (ie driven).

Besides, as we all know, environmental laws have little to do with facts
anyway.
