[TR] how they balance allow wheels

That is pretty much standard on modern cars.  I don't think I've seen 
clip on weights in years.  Make sure they clean the inner rim before 
sticking the weights on.  All my cars have those.  I HATED those clip on 
things, the damaged the rirms.
